The latest flood victim of lack of judgement.. "Do not enter when flooded".. There is no sign of this find posted in the underpass but if it looks like there is a good chance you won't make it to the other side, DON'T ENTER.. Maybe they got caught.. Maybe, but also they might have just wanted a new car..
